‘সার্বজনীন পেনশন’

১৮ থেকে ৫০ বছর বয়সী সব কর্মক্ষম নাগরিকদের পেনশন ব্যবস্থা হলো সার্বজনীন পেনশন ব্যবস্থা। সার্বজনীন পেনশন ব্যবস্থা প্রবর্তন হলো বাংলাদেশ সরকারের একটি বিশেষ উদ্যোগ। সরকারি চাকরিজীবীদের বাইরেও দেশের নাগরিকদের পেনশন–ব্যবস্থার আওতায় আনতে যাচ্ছে সরকার। সংবিধানের ১৫ ঘ অনুচ্ছেদ থেকে উদ্ধৃত করে মন্ত্রী বলেন, বার্ধক্যজনিত কারণে অভাবগ্রস্ত হলে তাদের অভাবের কারণে যাদের সাহায্য প্রয়োজন, তাদের সাহায্য নিশ্চিত করা রাষ্ট্রের দায়িত্ব। সেই আলোকে এই পেনশন স্কিম নেওয়া হচ্ছে। দেশের বয়স্ক জনগোষ্ঠীকে সুরক্ষা দিতে সরকারের পরিকল্পনা হচ্ছে আগামী এক বছরের মধ্যে সর্বজনীন পেনশন কর্মসূচি চালু করা। আগামী এক বছরের মধ্যে ষাটোর্ধ্ব সব নাগরিকের জন্য অবসরকালীন সুবিধা বা পেনশন চালু করতে যাচ্ছে সরকার; তবে নিবন্ধিতরা এর প্রত্যক্ষ সুফল পাওয়া শুরু করবেন ১০ বছর পর থেকে। এর আগে আইন ও বিধি প্রণয়ন এবং তহবিল ব্যবস্থাপনার জন্য জাতীয় পেনশন কর্তৃপক্ষ গঠন করবে সরকার।

প্রস্তাবিত সর্বজনীন পেনশন–ব্যবস্থার উল্লেখযোগ্য ২১টি দিক উল্লেখ করেছেন অর্থমন্ত্রী। এগুলো হচ্ছে—

১. ১৮ থেকে ৫০ বছর বয়সী সব কর্মক্ষম নাগরিক সর্বজনীন পেনশন–ব্যবস্থায় অংশগ্রহণ করতে পারবেন।

২. বিদেশে কর্মরত বাংলাদেশি কর্মীগণও এ কর্মসূচিতে অন্তর্ভুক্ত হতে পারবেন।

৩. সরকারি ও স্বায়ত্তশাসিত প্রতিষ্ঠানে কর্মরত কর্মচারীদের আপাতত নতুন জাতীয় পেনশন–ব্যবস্থার বাইরে রাখা হয়েছে। ভবিষ্যতে তাঁদের বিষয়ে সরকার সিদ্ধান্ত নেবে।

৪. জাতীয় পরিচয়পত্রকে ভিত্তি ধরে দেশের ১৮ থেকে ৫০ বছর বয়সী সব নাগরিক পেনশন হিসাব খুলতে পারবেন।

৫. প্রাথমিকভাবে এ পদ্ধতি স্বেচ্ছাধীন থাকবে, যা পরবর্তী সময়ে বাধ্যতামূলক করা হবে।

৬. ধারাবাহিকভাবে কমপক্ষে ১০ বছর চাঁদা দেওয়া সাপেক্ষে মাসিক পেনশন পাওয়ার যোগ্য বিবেচিত হবেন।

৭. প্রতিটি নাগরিকের জন্য একটি আলাদা পেনশন হিসাব থাকবে। ফলে চাকরি পরিবর্তন করলেও পেনশন হিসাব অপরিবর্তিত থাকবে।

৮. সর্বজনীন পেনশন পদ্ধতিতে প্রতিষ্ঠানের অংশগ্রহণের সুযোগ থাকবে। তবে এ ক্ষেত্রে কর্মী বা প্রতিষ্ঠানের চাঁদা জাতীয় পেনশন কর্তৃপক্ষ নির্ধারণ করে দেবে।
৯. মাসিক সর্বনিম্ন চাঁদার হার নির্ধারিত থাকবে। তবে প্রবাসী কর্মীরা ত্রৈমাসিক ভিত্তিতে চাঁদা জমা দিতে পারবেন।

১০. সুবিধাভোগীরা বছরে ন্যূনতম বার্ষিক জমা নিশ্চিত করবেন। অন্যথায় তাঁর হিসাব সাময়িকভাবে স্থগিত হয়ে যাবে এবং পরবর্তী সময়ে বিলম্ব ফিসহ বকেয়া চাঁদা দেওয়ার মাধ্যমে হিসাব সচল করতে হবে।

১১. সুবিধাভোগীরা আর্থিক সক্ষমতার ভিত্তিতে চাঁদা হিসেবে বাড়তি অর্থ (সর্বনিম্ন ধাপের অতিরিক্ত যেকোনো অঙ্ক) জমা করতে পারবেন।

১২. পেনশনের জন্য নির্ধারিত বয়সসীমা অর্থাৎ ৬০ বছর পূর্তিতে পেনশন তহবিলে পুঞ্জীভূত লভ্যাংশসহ জমার বিপরীতে নির্ধারিত হারে পেনশন দেওয়া হবে।

১৩. পেনশনধারীরা আজীবন অর্থাৎ মৃত্যুর আগপর্যন্ত পেনশন–সুবিধা ভোগ করবেন।

১৪. নিবন্ধিত চাঁদা জমাকারী পেনশনে থাকাকালীন ৭৫ বছর পূর্ণ হওয়ার আগে মারা গেলে জমাকারীর নমিনি বাকি সময়কালের (মূল জমাকারীর বয়স ৭৫ বছর পর্যন্ত) জন্য মাসিক পেনশন প্রাপ্য হবেন।

১৫. পেনশন কর্মসূচিতে জমা করা অর্থ কোনো পর্যায়ে এককালীন উত্তোলনের সুযোগ থাকবে না। তবে আবেদনের পরিপ্রেক্ষিতে জমা করা অর্থের সর্বোচ্চ ৫০ শতাংশ ঋণ হিসেবে উত্তোলন করা যাবে, যা সুদসহ পরিশোধ করতে হবে।

১৬. কমপক্ষে ১০ বছর চাঁদা দেওয়ার আগে নিবন্ধিত চাঁদা দানকারী মারা গেলে জমা করা অর্থ মুনাফাসহ তাঁর নমিনিকে ফেরত দেওয়া হবে।

১৭. পেনশনের জন্য নির্ধারিত চাঁদা বিনিয়োগ হিসেবে গণ্য করে কর রেয়াতের জন্য বিবেচিত হবে এবং মাসিক পেনশন বাবদ প্রাপ্ত অর্থ আয়করমুক্ত থাকবে।

১৮. এ ব্যবস্থা স্থানান্তরযোগ্য ও সহজগম্য অর্থাৎ কর্মী চাকরি পরিবর্তন বা স্থান পরিবর্তন করলেও তার অবসর হিসাবের স্থিতি, চাঁদা প্রদান ও অবসরসুবিধা অব্যাহত থাকবে।

১৯. নিম্ন আয়সীমার নিচের নাগরিকদের ক্ষেত্রে পেনশন কর্মসূচিতে মাসিক চাঁদার একটি অংশ সরকার অনুদান হিসেবে দিতে পারে।

২০. পেনশন কর্তৃপক্ষসহ সংশ্লিষ্ট অন্যান্য প্রতিষ্ঠানের ব্যয় সরকার নির্বাহ করবে।

২১. পেনশন কর্তৃপক্ষ তহবিলে জমা করা টাকা নির্ধারিত নীতিমালা অনুযায়ী বিনিয়োগ করবে (সর্বোচ্চ আর্থিক রিটার্ন নিশ্চিতকরণে)।

গত ১৭ ফেব্রুয়ারি ২০২২ সর্বজনীন পেনশন ব্যবস্থা প্রর্বতনের লক্ষ্যে জরুরিভিত্তিতে একটি আইন প্রণয়নের উদ্যোগ নিতে অর্থ বিভাগকে নির্দেশনা দিয়েছেন প্রধানমন্ত্রী শেখ হাসিনা। সব শ্রেণির বয়স্ক নাগরিকদের আর্থিক নিরাপত্তা নিশ্চিতে এই সর্বজনীন পেনশন ব্যবস্থা আগামী ২০২২-২৩ অর্থবছর থেকে শুরু করতে যাচ্ছে সরকার। ২০১৮ সালে একাদশ জাতীয় সংসদ নির্বাচনে দেয়া ইশতেহারে সরকারি-বেসরকারিসহ সব ধরনের অনানুষ্ঠানিক খাতের জন্য পেনশন স্কিমের ঘোষণা দিয়েছে আওয়ামী লীগ। তারই ধারাবাহিকতায় এ নির্দেশ দিয়েছেন সরকারপ্রধান। দেশজুড়ে সর্বজনীন পেনশন ব্যবস্থা পুরোদমে চালু হওয়ার পর থেকে সরকারি চাকরিতে নিয়োগপ্রাপ্তদেরও এই পেনশন ব্যবস্থার অন্তর্ভুক্ত করা হবে। ২০২৫ সালের মধ্যে সর্বজনীন পেনশন ব্যবস্থা পূর্ণাঙ্গভাবে দেশজুড়ে বাস্তবায়ন হবে বলে আশা করছে অর্থ মন্ত্রণালয়।
