প্রাথমিকে আসতেছে ৪০ হাজার শিক্ষক নিয়োগ বিজ্ঞপ্তি

প্রাথমিকে প্রধান ও সহকারী শিক্ষক নিয়োগবিধিতে পাঁচ পরিবর্তনঃ

সরকারি প্রাথমিক বিদ্যালয়ে প্রধান শিক্ষক ও সহকারী শিক্ষক নিয়োগ বিধিমালায় পাঁচটি বড় পরিবর্তন এনে  ‘সরকারি প্রাথমিক শিক্ষক বিধিমালা-২০১৯’ এর গেজেট প্রকাশ করা হয়েছে।

১. নারী প্রার্থীদের শিক্ষাগত যোগ্যতা বাড়ল

বিধিমালায় সহকারী শিক্ষক পদে পুরুষ ও নারী উভয়ের ক্ষেত্রেই শিক্ষাগত যোগ্যতা স্নাতক করা হয়েছে। এ বিধিতে বলা হয়েছে, কোনো স্বীকৃত বিশ্ববিদ্যালয় হতে দ্বিতীয় শ্রেণি বা সমমানের সিজিপিএসহ স্নাতক বা অনার্স অথবা সমমানের ডিগ্রি থাকতে হবে। বয়সসীমা ২১ থেকে ৩০ বছর।

তবে নারী প্রার্থীদের জন্য ৬০ শতাংশ কোটা বহাল থাকবে। ২০ শতাংশ পোষ্য কোটা ও বাকি ২০ শতাংশ পুরুষ প্রার্থীদের জন্য বরাদ্দ রাখা হয়েছে। এ ক্ষেত্রে বিজ্ঞান বিষয়ে পাস প্রার্থীদের অগ্রাধিকার দেয়া হবে। যদি ২০ শতাংশ কোটা পূরণ না হয়, তবে মেধার ভিত্তিতে নিয়োগ দেয়া হবে।

২. প্রধান শিক্ষক নিয়োগের ক্ষেত্রে

প্রধান শিক্ষক পদটি দ্বিতীয় শ্রেণিতে উন্নীত হওয়ায় সরকারি কর্মকমিশনের (পিএসসি) নীতিমালার সঙ্গে সংগতি রেখে বয়স নির্ধারণ করা হয়েছে। বয়স ২৫-৩৫ বছর থেকে কমিয়ে ২১-৩০ বছর করা হয়েছে। এ ছাড়া পদোন্নতির ক্ষেত্রে ৬৫ শতাংশ এবং পিএসসির মাধ্যমে ৩৫ শতাংশ সরাসরি নিয়োগ দেয়া হবে।

৩. বিজ্ঞানে স্নাতক ডিগ্রিধারীদের অগ্রাধিকার

বর্তমানে যে কোনো বিষয়ে পাস করা প্রার্থীর সমান সুযোগ রয়েছে। মোট পদের শতকরা ২০ ভাগ বিজ্ঞান বিষয়ে স্নাতক ডিগ্রিধারীদের মধ্য থেকে নেয়া হবে।

৪. নতুন পদ সৃষ্টি

এ ছাড়া ক্লাস্টার বা উপজেলাভিত্তিক আর্ট ও সংগীত শিক্ষক নিয়োগে পদ সৃষ্টি করা হয়েছে।

৫. কেন্দ্রীয় কমিটির সুপারিশ ছাড়া নিয়োগ নয়

নতুন বিধিমালায় শিক্ষক নিয়োগ আগের মতোই উপজেলা বা থানাভিত্তিক হবে। তবে কেন্দ্রীয়ভাবে গঠিত সহকারী শিক্ষক নির্বাচন কমিটির সুপারিশ ছাড়া কোনো ব্যক্তিকে সহকারী শিক্ষক পদে সরাসরি নিয়োগ দেয়া যাবে না। বাংলাদেশের স্থায়ী বাসিন্দা না হলে কাউকে সরকারি প্রাথমিক বিদ্যালয়ের শিক্ষক পদে নিয়োগ দেয়া যাবে না। যিনি বাংলাদেশের নাগরিক নন, এমন ব্যক্তিকেও শিক্ষক হিসেবে নিয়োগ দেয়া যাবে না।

প্রাথমিক বিদ্যালয়ে নিয়োগের ক্ষেত্রে ২০১৩ সালের নিয়োগ বিধিমালা অনুসরণ করে শিক্ষক নিয়োগ ও পদোন্নতি কার্যক্রম পরিচালিত হয়েছে বলেও উল্লেখ করা হয়েছে।
