১৯৬৬ সালের ৫ ও ৬ ফেব্রুয়ারি লাহোরে অনুষ্ঠিত বিরোধী দলগুলোর এক সম্মেলনে আওয়ামী লীগের পক্ষে শেখ মুজিবুর রহমান পূর্ব পাকিস্তানের স্বায়ত্তশাসন প্রতিষ্ঠার লক্ষ্যে “৬ দফা দাবি” পেশ করেন। দফাগুলো রচিত হয়েছিল ‘লাহোর প্রস্তাব’ অনুযায়ী। সিএসপি অফিসার রুহুল কুদ্দুস দফাগুলোর খসরা প্রস্তুত করেন। তবে তবে ছয়দফা আনুষ্ঠানিকভাবে ঘোষিত হয় ২৩ মার্চ ১৯৬৬। ছয় দফাকে বাঙালি জাতির মুক্তির সনদ বা ম্যাগনাকার্টা বলা হয়। ০৭ জুন। ১৯৬৬ সালের এদিন আওয়ামী লীগের ডাকে হরতাল চলাকালে নিরস্ত্র জনতার ওপর পুলিশ ও তৎকালীন ইপিআর গুলিবর্ষণ করে। এতে ১১ জন মৃত্যুবরণ করেন। তাই ৭ জুনকে ঐতিহাসিক ছয় দফা দিবস বলা হয়। দফা ছয়টি হচ্ছে ১। শাসনতান্ত্রিক কাঠামো ও রাষ্ট্রের প্রকৃতি ২। কেন্দ্রীয় সরকারের ক্ষমতা ৩। মুদ্রা বা অর্থ-সম্বন্ধীয় ক্ষমতা ৪। রাজস্ব, কর, বা শুল্ক সম্বন্ধীয় ক্ষমতা ৫। বৈদেশিক বাণিজ্য বিষয়ক ক্ষমতা ৬। আঞ্চলিক সেনাবাহিনী গঠনের ক্ষমতা। সংক্ষেপে দফা ছয়টির বর্ণনা নিম্নে প্রদত্ত হলো।

১। শাসনতান্ত্রিক কাঠামো ও রাষ্ট্রের প্রকৃতিঃ পাকিস্তানকে ফেডারেশন করতে হবে, সংসদীয় পদ্ধতির সরকার থাকবে এবং আইন পরিষদ সার্বভৌম হবে।

২। কেন্দ্রীয় সরকারের ক্ষমতাঃ কেন্দ্রীয় (ফেডারেল) সরকারের ক্ষমতা কেবল দেশরক্ষা ও বৈদেশিক নীতির ক্ষেত্রে সীমাবদ্ধ থাকবে।

৩। মুদ্রা বা অর্থ-সম্বন্ধীয় ক্ষমতাঃ দু’টি পৃথক, অথচ অবাধে বিনিময়যোগ্য মুদ্রা চালু থাকবে। তবে সমগ্র দেশের জন্যে কেবল মাত্র একটি মুদ্রা চালু থাকলে শাসনতন্ত্রে অঙ্গ-রাষ্ট্রগুলির মধ্যে মূলধন পাচার বন্ধে ব্যবস্থা নিতে হবে। এক্ষেত্রে পূর্ব পাকিস্তানের জন্য পৃথক ব্যাংকিং রিজার্ভেরও (বাংলাদেশ ব্যাংক) পত্তন করতে হবে।

৪। রাজস্ব, কর, বা শুল্ক সম্বন্ধীয় ক্ষমতাঃ কর বা শুল্ক ধার্যের ব্যাপারে অঙ্গরাজ্যগুলির সার্বভৌম ক্ষমতা থাকবে। কেন্দ্রীয় সরকারের কর ধার্যের ক্ষমতা থাকবে না।

৫। বৈদেশিক বাণিজ্য বিষয়ক ক্ষমতাঃ বহির্বাণিজ্যের মাধ্যমে অর্জিত বৈদেশিক মুদ্রা অঙ্গরাজ্যগুলির এখতিয়ারে থাকবে। এছাড়া অঙ্গরাষ্ট্রগুলোর স্ব-স্বার্থে অন্যরাষ্ট্রের সাথে বাণিজ্যিক চুক্তি সম্পাদনের ক্ষমতা থাকবে।

৬। আঞ্চলিক সেনাবাহিনী গঠনের ক্ষমতাঃ অঙ্গ-রাষ্ট্রগুলির নিজ কর্তৃত্বাধীনে আধা সামরিক বা আঞ্চলিক সেনাবাহিনী গঠনের ক্ষমতা থাকবে।

পাকিস্তান রাষ্ট্রে বাঙালিরা শুরু থেকেই বৈষম্যের শিকার হয়। শুরু থেকেই পূর্ব বাংলার ওপর পশ্চিমের শাসকদের একধরনের ঔপনিবেশিক শোষন চলতে থাকে। ওই রাষ্ট্রে বাঙালি সমস্যার প্রকৃতি ছিল জাতিসত্তাগত। এ সমস্যা থেকে বাঙালি জাতিকে মুক্তি দিতে বঙ্গবন্ধু তাঁর ঐতিহাসিক ছয় দফা কর্মসূচি ঘোষণা করেন। এতে দ্রুত বাঙালিদের মধ্যে জাতীয় মুক্তির নবচেতনা জেগে ওঠে যা বাঙালি জাতির স্বাধীনতাকে ত্বরান্নিত করে। তাই ছয় দফাকে বাঙালির মুক্তির সনদ বলা হয়।

৭। Write a paragraph on ‘Padma Bridge’.

Padma Bridge is a multipurpose bridge project over the drought-prone Padma River in Bangladesh. Padma Bridge was inaugurated on June 25, 2022 by the Honorable Prime Minister Sheikh Hasina of the People’s Republic of Bangladesh. The largest mega project in the country has been built with full domestic funding without foreign aid. After changes at various times, its cost came to 30 thousand crores. Construction of the bridge began on December 7, 2014. It was built by China Major Bridge Engineering Construction Company Limited. There is the involvement of foreign and local artisans in various works of the project. On its eastern bank is Lauhjung of Munshiganj and on its western bank Shariatpur and Madaripur. The total length of this bridge is 6,150 meters and the width is 18.18 meters. Through the opening of this bridge, 19 districts of the southwestern region have been directly connected with the eastern part of the country, including Dhaka, and most of the districts will be connected when the railway section is opened. The importance of the Padma Bridge is immense in the economic development of Bangladesh and in changing the standard of living of billions of people. Besides, this bridge will be one of the most interesting and historical landmarks in the world and the key to a successful economy. Bangladesh entered a new era with the construction of the Padma Bridge. Most importantly, Padma Bridge will be a shining symbol of hope, confidence, devotion, and faith in the people of Bangladesh.
