Description

Summary

The Chief of Party (COP) is the overall leader for Save the Children’s (SC) five-year USAID-funded MaMoni Maternal and Newborn Care Strengthening Project (MaMoni MNCSP) in Bangladesh. The project focuses on strengthening the systems and capacities of the government of Bangladesh (GOB) and its partners to accelerate the reduction of maternal and newborn mortality in the country. The COP provides the overall strategic direction in the design, management, implementation, monitoring, overall quality assurance of the project, and technical assistance on maternal and newborn health and quality of care, especially in the public sector. The COP serves as SC’s primary point of contact, interacting with USAID, MOHFW, consortium partners and stakeholders. The COP oversees a team of technical and support staff, prepares reports and annual operating plans, and ensures the program is compliant with USAID and SC’s regulations.

Job Description / Responsibilities
Essential DutiesStrategic Direction and Program Management (50%)

  • Take lead role in planning and making adjustments to the project design to ensure achievement of the project’s strategic vision;
  • Lead, supervise and manage the project team, providing a clear vision and strategic direction for project implementation and management;
  • Supervise, mentor and support the Senior Technical Advisors and other key personnel of the project, including those hired by consortium partners;
  • Introduce innovative ideas and approaches to health issues where relevant, and identify opportunities for synergy and inter-sector;
  • Ensure effective project management, including budget oversight and monitoring of program progress towards achieving results;
  • Ensure coordination among all consortium partners and local implementation partners to facilitate synergy of efforts for the achievement of project’s results;
  • Identify partnership and collaboration strategies with NGOs, GOB and the private sector;
  • Foster a learning environment among the team members, encouraging innovation and sharing of ideas across the GOB’s Health Population Nutrition Sector Program (HPNSP), with consortium partners and other relevant organizations;
  • Prepare annual work plan and budget according to USAID and SC rules and regulations;
  • Ensure compliance with all relevant administrative and financial policies and procedures of USAID and SC;
  • Ensure appropriate training and capacity building activities for MaMoni program staff members, to support high quality program implementation at field sites;
  • Ensure that annual work plan, and quarterly and annual reports are produced and delivered on time; and
  • Provide regular programmatic and management updates to Save the Children International (SCI) and Save the Children U.S. (SCUS) leadership as well as with leaders of major consortium partners on a regular basis.

 

Networking and Partnerships (20%)

  • Ensure that the project has effective and appropriate representation on national, regional and international forums;
  • Participate and/or contribute to relevant conferences, workshops, and meetings that will enhance program representation and knowledge sharing;
  • Represent MaMoni MNCSP at regional and other technical meetings as relevant, keeping up to date with developments in the external environment;
  • Establish and maintain professional relationships with GOB ministries and departments, UN agencies, and NGOs involved in HPNSP, and actively participate in coordination meetings;
  • Ensure strong communication and coordination with other maternal and newborn health (MNH) and quality of care initiatives in Bangladesh in order to maximize the use of resources;
  • Liaise and coordinate with staff from other SC sectors/programs to ensure MaMoni MNCSP works and achievements become both integrated and complimentary; and
  • Correspond and coordinate with other relevant organizations on health issues to share knowledge and voice input in the formulation of policies.

Monitoring, Evaluation and Learning (15%)

  • Supervise and guide the Monitoring, Evaluation, and Learning (MEL) Advisor to lead all project monitoring, evaluation, learning and dissemination efforts;
  • Ensure good practice by supporting the development of strong MEL mechanisms and identify gaps in the standards of delivery of MaMoni MNCSP by partners through a robust monitoring process;
  • Ensure that the program monitoring tools and system are in place to ensure high quality implementation by partners;
  • Assist in the periodic review and evaluation of partner programs at field sites;
  • Identify and carry out operational research related to MaMoni MNCSP and proper dissemination of results;
  • Ensure that relevant technical materials are made available and that appropriate dissemination takes place;
  • Ensure project and other relevant data are used for decision-making to guide adjustment of project activities or strategies for effective implementation; and
  • Ensure that the MEL team completes timely submission of all program reports, documents and program publications including scientific papers for peer review journals as necessary.

Human Resource Management and Development (15%)

  • Hire, manage and provide guidance to all project staff to ensure that program targets are met;
  • Provide leadership and make adjustments to the organogram as needed to ensure effective management and supervision;
  • Guide and support the consortium and other implementing partners to recruit high quality staff and ensure high performance by all team members;
  • Create opportunities for staff development in coordination with Human Resources.

 

Job Requirements
Required Qualifications

  • Master’s degree in Public/International Health with academic and/or experience in maternal and newborn health and health systems strengthening;
  • Minimum 15 years work experience, with at least 5 years of experience in senior management positions on a USAID-funded project with solid/visible contribution in strategic planning, policy, MNH and research;
  • Advanced knowledge on MNH sector policy and programs, the situation of Bangladesh, clear understanding of GOB’s policies as well as donors’ perspectives in MNH sectoral issues;
  • Knowledge and experience in financial management, including USAID requirements, is essential;
  • Demonstrated experience leading and managing large-scale and diverse teams;
  • Excellent leadership, advocacy and interpersonal skills with expertise in program and staff management and capacity development;
  • Technical skills of program design, supervision, and data utilization for decision-making is required;
  • Relevant competences for coordination and strategic decision making;
  • Excellent oral and written communication skills in English;
  • Excellent presentation skills including policy briefing;
  • Demonstrated skills on process facilitation and coordination with high standards; and
  • Ability and willingness to travel both domestically and internationally up to 50% of time.

Preferred Qualifications

  • Prior experience as Chief of Party or Deputy Chief of Party;
  • Excellent oral and written communication skills in Bangla; and
  • Research experience.
