দেশের খাদ্য নিরাপত্তা নিশ্চিতকারী প্রতিষ্ঠান খাদ্য অধিদফতরে চলছে জনবল সংকট। বর্তমানে অনুমোদিত পদের এক-তৃতীয়াংশই শূন্য। এসব পদ পূরণে খাদ্য উপপরিদর্শক ও সহকারী উপপরিদর্শকসহ ২৪ ক্যাটাগরির এক হাজার ১৬৬টি পদে লোকবল নিয়োগ দেবে খাদ্য অধিদফতর।
আর এসব পদের বিপরীতে আবেদন পড়েছে ১৩ লাখ ৭৮ হাজার ৯২৩টি। অর্থাৎ তৃতীয় শ্রেণীর এসব চাকরি পেতে প্রতিটি পদের জন্য লড়বেন এক হাজার ১৮২ জন। ঢাকা বিশ্ববিদ্যালয়ের বাণিজ্য অনুষদের ম্যানেজমেন্ট ইনফরমেশন সিস্টেমের (এমআইএস) মাধ্যমে এসব লোক নিয়োগের পরীক্ষা নেয়া হবে। এজন্য খরচ হবে প্রায় ২৮ কোটি টাকা।
এ প্রসঙ্গে খাদ্য অধিদফতরের মহাপরিচালক আরিফুর রহমান অপু যুগান্তরকে বলেন, বিশাল এই নিয়োগ প্রক্রিয়ার দায়িত্ব নিতে অনেক প্রতিষ্ঠানই অনীহা জানিয়েছে। সার্বিক বিষয় বিবেচনা করে আমরা ঢাবির এমআইএসের মাধ্যমে পরীক্ষা নেয়ার সিদ্ধান্ত নিয়েছি।
মৌখিক পরীক্ষা খাদ্য মন্ত্রণালয় ও অধিদফতর নেবে। খরচ বেশি হওয়ায় এ সংক্রান্ত প্রস্তাব সরকারি ক্রয় সংক্রান্ত মন্ত্রিসভা কমিটিতে উপস্থাপন করা হবে। তাদের সম্মতি পেলেই নিয়োগ পরীক্ষা হবে। এটি দ্রুতই বাস্তবায়ন হলে খাদ্য অদিফতরের জনবল সংকট কিছুটা হলেও দূর হবে। কাজে গতি আসবে।
সূত্র জানায়, খাদ্য অধিদফতরের অনুমোদিত ১৩ হাজার ৬৭৬টি পদের মধ্যে প্রথম শ্রেণীর ৮৯৩টি। এর মধ্যে ক্যাডার কর্মকর্তার ২৩৫টি পদের বিপরীতে আছেন ১০২ জন এবং নন-ক্যাডার ৬৫৭টি পদের বিপরীতে রয়েছেন ৫৭৭ জন। দ্বিতীয় শ্রেণীর ১ হাজার ৭৫৭টি পদের মধ্যে ৭৮৯টি পদই শূন্য। আর তৃতীয় শ্রেণীর ৫ হাজার ৪১৬টি পদের মধ্যে আড়াই হাজারের বেশি পদ খালি। চতুর্থ শ্রেণীর ৫ হাজার ৬১০টি পদের মধ্যে ৮৯৬টি পদ শূন্য। সব মিলে চার হাজার ৬১৪টি পদই শূন্য।
খাদ্য অধিদফতরের পরিচালক পর্যায়ের নাম প্রকাশে অনিচ্ছুক এক কর্মকর্তা যুগান্তরকে বলেন, দেশের ৬৪ জেলার মধ্যে ৩১টিতেই ডিসি ফুডের পদ শূন্য। আর সব মিলে অধিদফতরের অনুমোদিত জনবলের এক-তৃতীয়াংশ পদই শূন্য। ফলে খাদ্য বিতরণ, সংগ্রহ, মনিটরিংসহ সব ধরনের প্রশাসনিক কার্যক্রম ব্যাহত হচ্ছে, যা খাদ্য নিরাপত্তায় হুমকি তৈরি করেছে।
জানা গেছে, খাদ্য উপপরিদর্শক ২৫০টি পদের জন্য আবেদন করেছেন ৪ লাখ ১১ হাজার ৮৯৬ জন, অর্থাৎ প্রতি পদের জন্য লড়তে হবে এক হাজার ৬৪৭ জনকে। একইভাবে সহকারী খাদ্য উপপরিদর্শকের ২৭৪টি পদে আবেদন করেছেন ৬ লাখ ৩৩ হাজার ৯৫২ জন, অর্থাৎ এ ক্ষেত্রে প্রতি পদের জন্য লড়তে হবে দুই হাজার ৩১৩ জনকে। অফিস সহকারী-কাম-কম্পিউটার টাইপিস্টের ৪০২টি পদের জন্য আবেদন করেছেন দুই লাখ ২৪ হাজার ৬৩০ জন।
এখানে প্রতি পদের জন্য প্রার্থী ৫৫৮ জন। এছাড়া স্টেনোগ্রাফার-কাম-কম্পিউটার অপারেটরের ৮টি পদের জন্য এক হাজার ৮৩৩টি, স্টেনোটাইপিস্ট-কাম-কম্পিউটার অপারেটরের ১৫টি পদের জন্য দুই হাজার ৪৩৪টি, আপার ডিভিশন অ্যাসিসটেন্টের ৩১টি পদের জন্য ৪২ হাজার ৬০৪টি, ১৬টি অডিটর পদের জন্য ২৫ হাজার ৫৩৯টি, অ্যাকাউনট্যান্ট-কাম-ক্যাশিয়ারের ৬টি পদের জন্য তিন হাজার ৮০৬টি, ল্যাবরেটরি টেকনিশিয়ানের দুটি পদের জন্য ৪১৮টি, ফোরম্যান একটি পদের জন্য ৩০৭টি, দুটি মেকানিক্যাল ফোরম্যানের জন্য ২৭১টি, অপারেটরের ২০টি পদের জন্য ৩০৬টি, ইলেকট্রিশিয়ানের ৯টি পদের জন্য এক হাজার ১৯৫টি, ভেহিকল ইলেকট্রিশিয়ানের একটি পদের জন্য ১৭টি, তিনটি সহকারী ফোরম্যানের জন্য ৮৯টি, ৮টি ল্যাব সহকারীর পদের জন্য দুই হাজার ৮০৭টি এবং ২৭টি স্প্রেম্যানের পদের জন্য ২৪ হাজার ৬৭৫টি আবেদন পড়েছে।
প্রসঙ্গত, এতদিন খাদ্য বিভাগীয় কর্মকর্তা ও কর্মচারী নিয়োগ বিধিমালা, ১৯৮৫-এর আওতায় নিয়োগ কার্যক্রম সম্পন্ন হতো। সুপ্রিমকোর্টের রায়ে সংবিধান (পঞ্চম সংশোধন) আইন, ১৯৭৯ এবং সংবিধান (সপ্তম সংশোধন) আইন, ১৯৮৬ বাতিল হওয়ায় ১৯৭৫ সালের ১৫ আগস্ট থেকে ১৯৭৯ সালের ৯ এপ্রিল এবং ১৯৮২ সালের ২৪ মার্চ থেকে ১৯৮৬ সালের ১১ নভেম্বর পর্যন্ত জারি করা নিয়োগ ও অন্য বিধিমালা অকার্যকর হয়ে যায়। এর মধ্যে খাদ্য অধিদফতরের নিয়োগ বিধিটিও ছিল। এ কারণে নিয়োগ আটকে যায়। এর পর নতুন নিয়োগ বিধিমালা তৈরি করে সম্প্রতি নিয়োগ বিজ্ঞপ্তি দেয় খাদ্য অধিদফতর। সূত্রঃ যুগান্তর
